Save the Date:  Saturday, June 4 for Clean the Bay Day

June 4-12, 2016 was recently designated Chesapeake Bay Awareness Week by Maryland, Pennsylvania and, Virginia. As part of this week and in conjunction with the 28th annual Clean Bay Day, the City, in partnership with the Chesapeake Bay Foundation, will host a Clean the Bay Day site at Four Mile Run Park, located at the end of 3700 Commonwealth Avenue.

Volunteers all over Virginia, from the Eastern Shore to the Shenandoah Valley, work by land and boat to give the Bay a massive spring cleaning every year. Enlisted men and women, scout groups, churches, small businesses, large corporations and thousands of individuals and families turn out every year for Clean the Bay Day. Since 1989, Clean the Bay Day has engaged over 140,000 volunteers, who have removed approximately 6.2 million pounds of debris from nearly 6,500 miles of shoreline in Virginia!

Eduard David Chandias Almendarez

Murder of Eduardo David Chandias Almendarez in Four Mile Run Park

On May 16, 2016, the Grand Jury for the City of Alexandria returned murder indictments against two men with regards to the death of Edwin Almandarez. Almandarez was murdered on or about November 28, 2015. His body was located in a park behind Cora Kelly School in the Arlandria neighborhood of Alexandria on December 4, 2015.

Edwin Alexander Guerrero Umana, an 18-year old resident of Arlington County, was charged with Capital Murder and Conspiracy to Commit Capital Murder. Boris Elias Rosa Castro, a 19-year old resident of Fairfax County was charged with Murder in the First Degree.

The Commonwealth alleges that Almandarez was murdered in order to prevent him from testifying as a witness in a pending criminal case.

With regards to the Capital Murder indictment, Commonwealth’s Attorney Bryan Porter said: “Mr. Guerrero Umana turned eighteen years old approximately four months prior to this offense. Given his age at the time of the offense, the Commonwealth has elected to waive the death penalty in this case.”

A trial date has not been set for either defendant.

Four Mile Summer Movie Series in Alexandria, Virginia

Four Mile Movie Series Schedule Released

A favorite summer tradition in the Arlandria neighborhood of Alexandria, Virginia, the Four Mile Movie series,  returns with a host of new and old favorites.

Movie lovers of all ages should head to Four Mile Run Park in Arlandria at the Four Mile Run Conservatory Center on the last Friday of the month this summer, when the park is transformed into an outdoor cinema. Films start at dusk, fun begins at 6:00 p.m. where this free event will also include two hours of activities and entertainment leading up to show time.

Police Charge Man with Murder in Four Mile Run Park Homicide

Alexandria Police have made a second arrest in connection with the homicide of Eduardo David Chandias Almendarez, who was found deceased in Four Mile Run Park on December 4, 2015.

Boris Rosa Castro, 19, of Fairfax City, was charged with Murder. He is being held without bond.

On February 2, 2016, an off-duty Fairfax City police officer observed the suspect while driving to work. He recalled that the suspect was wanted in relation to a homicide case in Alexandria. The officer immediately contacted on-duty personnel who responded and detained the suspect.

“Collaboration between area departments is key in stopping crime,” said Chief Earl Cook, “This is a great example that officers such as this one are never truly ‘off-duty’ and continue to look out for the communities in which they work. The Alexandria Police Department extends our deepest thanks to Fairfax City Police for their assistance in apprehending a dangerous suspect.”

UPDATE (5:22 PM): Multiple sources confirm Alexandria Police are considering this homicide an isolated incident and NOT a random act of violence.

This is an update to this post.

The Alexandria Police Department is investigating a homicide. Alexandria Police, assisted by the Fairfax County Police Search and Rescue Team, conducted a search of Four Mile Run Park on Friday, December 4, 2015, as it was the last area in which a missing person was seen earlier in the week.

During the search, officers located a deceased adult male suffering from apparent injuries. The cause and manner of death will be determined through an autopsy.

The victim has been identified as Eduardo David Chandias Almendarez, 22, City resident. The investigation is ongoing.

This is the fourth homicide in Alexandria in 2015.

UPDATE (4:52 PM): This case has been upgraded to a homicide investigation.

UPDATE (4:40 PM): Multiple sources confirm the suspicious death investigation involves a body that was found in the stream area across from the Mann Field third base. As I speculated below, this may be tied to the young man who was reported missing this week and who was last seen in the park. Police have not confirmed that as yet.

UPDATE (1:03 PM): Here’s hoping the body that has been found is not this young man.


The Alexandria Police Department is conducting a suspicious death investigation in Four Mile Run Park. Expect police activity in the Arlandria neighborhood area on Commonwealth Avenue.

This makes the fourth death investigation this year. We’ll update the post as more becomes available.
