downloadUpdates on Alexandria Redevelopment and Housing Authority’s huge plan to redevelop 7 ARHA sites.

Sites will include ANDREW ADKINS,  SAMUEL MADDEN HOMES (UPTOWN), JEFFERSON VILLAGE, HOPKINS-TANCIL COURTS, ARHA ADMINISTRATIVE OFFICE BUILDING, CAMERON VALLEY, and LADREY HIGHRISE.  Separately, RAMSEY HOMES will not be part of the RFP and will instead be redeveloped with Low Income Housing Tax Credits (LIHTC) through Virginia Housing Development Authority (VHDA).

Via staff response to Councilman Wilson’s inquire on the status:

“In response to Councilman Wilson’s inquiry concerning the status of the selection by ARHA of one or more redevelopment partners, I have checked with ARHA and can report the following. The first step of the ARHA selection process (all of this process is governed by HUD procurement rules) was the issuance of a request for qualifications (RFQ) document.  Fourteen firms responded (a healthy number), and the ARHA selection panel, using preset criteria (such as experience and financial capability), winnowed the proposers down to fewer firms/partnerships.

Those firms have been notified of their status.  The next major stage of this process will be the issuance of a request for proposals (RFP) document  in which ARHA will be asking for these finalists to submit specific redevelopment proposals.  I would suspect that the selection process, because of the complexity of the redevelopment, the large number of potential developers to choose from, and the fact that there are 7 sites, will take into this Fall until one or more redevelopment partners are chosen.  As this is a procurement, the release of the details of this process or the names  of the proposers are not permitted while the process is ongoing.  If you have any questions, please let me know.

We are seeking to work out a process where P&Z staff are available and utilized during this next stage of the process so that their advice is available to inform the process.  In the end any redevelopment proposal that is more than a rehab of existing units (Ladrey might be just a rehab) will require a normal DSUP application and typical public consideration processes.  If you have any questions, please let me know.”
